1새마을운동과 쿠바 PNDES 모델의 비교 분석 및 정책적 시사점: 새마을운동의 적용을 중심으로

(Purpose) Korea's 1970s Saemaul Undong was a successful community development model and one of the main factors behind Korea's economic growth in just one generation of time. The National Economic and Social Development Plan until 2030 of Cuba (PNDES) by its acronym in Spanish, is a strategy created by the government to improve the living conditions of the Cuban people. This research aims to improve PNDES model of Cuba from the lessons of Saemaul Undong in Korea's 1970s.
(Design/methodology/approach) The research is developed using qualitative methodology, it analyzed and compared Saemaul Undong and PNDES based on role of government, community participation and implementation method criteria.
(Findings) The research's findings claim for importance of the National leader's philosophy in the process of tackling existing issues. PNDES should implement a proper incentive system in order to encourage and promote community participation in the national development. Finally, citizens should be empowered by the provision of a leading role in the decision making process.
(Research implications or Originality) The findings imply the existing policies should be reviewed and modified according to the current situation faced by the country and lessons from Saemaul Undong properly adapted to PNDES of Cuba could be the key to succeed and achieve economic development.

(Purpose) Regardless of the various efforts of the world community, including ODA, many developing countries are still suffering from poverty. Scholars and ODA experts tried to find the cause of growth inhibition in corruption and have been interested in e-government ODA as part of their anti-corruption efforts. In order to solve the serious corruption problem, Mongolia has been active in introducing e-government through ODA. However, no objective verification has been made as to whether the e-government has a practical effect on preventing corruption in Mongolia. Therefore, this study verifies that e-government has anti-corruption effects in Mongolia.
(Design/methodology/approach) In order to confirm the anti-corruption effect of e-government, data was collected by conducting a questionnaire survey on officials in the fields of customs, immigration, and procurement using actual e-government systems. In order to confirm the significant anti-corruption effect, it was divided into a behavioral and a factorial perspective. In other words, corruption was divided into three dimensions: illegal (fraudulent, transactional corruption), unfair (sponsorship corruption), and non-compliance (dereliction of duty), and the corruption factors were divided into two dimensions: administrative inefficiency and non-transparency.
(Findings) Mongolian officials responded relatively positively that the introduction of e-government improved the administrative environment in Mongolia and prevented corruption. In particular, they showed positive recognition for illegal behaviors (fraudulent/transactional corruption) and non-feasance behavior. However, it was passive about the blocking effect against unfair behaviors such as politician intervention. Next, the control effect through the improvement of administrative inefficiency was generally positive, but it was found that the improvement of non-transparency was not noticeable. Meanwhile, it should be noted that when the recognition difference between officials who experienced corruption in the past or direct/indirect and those who did not. Mongolian officials with experience in corruption showed a positive perception of the control effect of the e-government. However, for unfair behaviors (sponsorship corruption), the more officials with experience in corruption responded negatively to the control effect.
(Research implications or Originality) Corruption is not a simple problem that can be solved by technology alone, and e-government is not a tool consisting only of a combination of hardware and software. Since these two originate and interact in the socio-economic context, e-government ODA for corruption control should also be implemented based on a sufficient understanding and investigation of to developing countries. As such, this study differs from previous studies in that it opposes the utopian view of e-government and proposes careful implementation of the e-government ODA.

(Purpose) The purpose of this study was to evaluate the quality level of the tutoring program based on the CIPP evaluation model and to identify the areas that need improvement and support of the program to confirm the usefulness of the CIPP evaluation model.
(Design/methodology/approach) This study used a self-reported questionnaire survey for participants in tutoring programs at some college in Gyeonggi-do, and finally 213 copies were used for analysis. The statistical analysis of this study was analyzed using descriptive statistics analysis, t-test and one-way ANOVA.
(Findings) Results showed according to the evaluation model classification, process evaluation was highest with 4.16 points. The differences in evaluation model classification according to general characteristics were higher in males than females in terms of gender. In particular, input evaluations and product evaluations were significantly higher in males. The difference according to major was higher in the social practice group than in the other major in all classifications.
(Research implications or Originality) The college's tutoring project proved to be an effective project. Furthermore, to increase the effectiveness, relevant departments of the college should actively reflect the opinions of the students so that the annual project can help students improve their academic achievement and department adjustment

(Purpose) This study aims to evaluate the adequacy of education program for human resource development(HRD) of local public officials in Gangwon-do. In particular, this study aims to analyze a leadership education programs which was conducted for grade 6th and 7th officials by the Human Resource Development Center of Gangwon-do. (Design/methodology/approach) This study was analyzed the adequacy of HRD program through variables such as HRD program contents, HRD program application, education facility and environment, lecture and etc. This study conducted an email-based survey of 223 local public officials in Gangwon-do and used statistical methods including frequency analysis, correlation analysis and multiple regression analysis.
(Findings) The correlation between variables constituting the research model was very high in the positive direction. And the relationship between all other variables except education facility and environment was statistically significant(p<0.01). In particular, the correlation coefficient of HRD program contents was very high(β=.577, p=.000).
(Research implications or Originality) In order to maximize the effectiveness of education program for HRD of local public officials, continuous attention and innovation on various factors such as contents, applications, facility and environment, and lecture etc are needed. And to raise the adequacy of education programs for HRD of local public officials, policy considerations that can strengthen the contents and application related to the HRD programs are important. In particular, in order to cope with the era of the 4th industrial revolution characterized by hyper-connectivity, hyper-intelligence, and convergence, the development and operation of human resource development education programs that can diversify contents and maximize field application should be strengthened.

(Purpose) The volume of local public assets is steadily increasing. In 2018, it amounts to 740 trillion won. As the volume and the importance of the local public asset is increasing, the central government is trying to set up proper policies in dealing with local public asset. Specifically, it attempts to stimulate the utilization of local public asset (a positive management approach) instead of a past passive maintenance approach. However, in order to utilize local public asset aggressively, it is necessary to fathom the value of local public asset properly. Unlike the central government, there is no regulation that forces local government to undertake a regular re-assessment of local public asset, hindering proper use of local public assets.
(Design/methodology/approach) In this study, the amount of land books in Districts A, City B, and County C was set as the amount of land before reevaluation. In addition, the land price after re-evaluation was analyzed by simulating changes in land value before and after re-evaluation using the standard published land price.
(Findings) By employing simulation analysis of the value on the parcels of public assets in three local governments, this study demonstrates that public assets in local governments are quite under-valued (assessed). The findings in this study illustrate that the average price of land in local government could increase to 31-55% of current price when proper re-assessment takes places. 
(Research implications or Originality) Above all, this study demonstrates that the central government must set up regulation that permits local governments to re-assess their public asset in a periodic manner.

(Purpose) The purpose of this study is to examine the work characteristics, competence, and the level of system awareness of grade 6 civil servants without a position in local government.
(Design/methodology/approach) The perception of grade 6 civil servants without a position, team leaders and team members of the S city was investigated with structured survey. The analysis utilizes frequency analysis and multi-recognition analysis.
(Findings) The work characteristics of grade 6 civil servants without a position are generally acceptable and their work characteristics are heavily influenced by the service department or the work in charge. Their work competence is appropriate, that is to say they have relatively superior capabilities, but they are somewhat lacking in relationship capacity. System awareness is relatively high, especially among the team members who expect benefits from the system.
(Research implications or Originality) The direction of personnel management for grade 6 civil servants without a position was proposed as follows: periodic identification and adjustment of the workload, personnel adjustment and repositioning of work, capacity enhancement education, competence diagnosis and reflection of results, and improvement of the operation system.

(Purpose) This study analyzed whether there were possible institutional disparity between the child care center evaluation system and the quality of child care services in Korea.
(Design/methodology/approach) The purpose of this study is to recognize practicable fallacy of inconsistency among policy stakeholders during implementation of child care center evaluation system and suggests available resolution. In this regard, we reviewed the evaluation system of Korea mainly focus on literature research with various grounds.
(Findings) According to our analysis, there were two major reason to bring the disparity between the evaluation system and the quality of child care service; ① the discrepancy between the policy characteristics of child care and evaluation ② the divergency among stakeholders in the system and the dissimilarity of accountability among them.
(Research implications or Originality) As managerial problems consistently happnes, this study analyzed the critical factors of conducting childcare service in Korea. These findings have practical implications suggested that diagnostic discussion of system should be included in the evaluation process, various policymakers must apprehend the role of evaluation system and its consequences.

(Purpose) The purpose of this study is to understand the college students' needs for the development of learning contents in English pronunciation education using virtual reality (VR). (Design/methodology/approach) The survey was conducted using a structured questionnaire for 281 college students in D University from January 3-10, 2020. The questionnaire consists of questions related to English learning status, awareness of VR based English pronunciation learning, educational contents and methods.
(Findings) Among English learning contents, 80.2% of the students chose 'travel' for their preferred contents. The findings reveal that the students expected that VR-based English learning contents should be developed based on speaking and listening (72.2%), learners' selective use (75.0%), consideration of the difficulty level according to the individual learner's level (81.3%) and preference (77.9%). In addition, there was a significant difference in the subjective level of English competencies as the 'very good' group showed high knowledge of VR, future utilization, and intention to participate in VR English education program (P <0.05).
(Research implications or Originality) Therefore, the findings of this research suggest that English pronunciation learning contents using VR can be useful in English education when developed as a customized program reflecting the individual learner's level.

(Purpose) Rules-based fiscal policies are in fashion. Fiscal rules seek to confer credibility on the conduct of fiscal policies by removing discretionary action. Therefor fiscal rules should not lead to political debate. The purpose of this study is meaningful in that it proposed the preconditions and prerequisites of fiscal rules.
(Design/methodology/approach) Many countries have experienced fiscal burdens from increased social welfare demands. Under these conditions, many governments have implemented fiscal rules for maintaining fiscal soundness. The Korean government also faces several fiscal challenges from increased demands of social welfare and socioeconomic problems, such as a rapidly aging population and a low birth rate. Recently, the numerical ceiling of fiscal rules has been a consuming debate. However, it is still debatable whether Korea should adopt fiscal rules, even though the government's fiscal condition is considered relatively healthy.
(Findings and Research implications) Fiscal rules play a positive role in reducing government debt, but they could restrict the government's role in stabilizing cycle fluctuations or fiscal adjustments from economic shocks. Nevertheless, now is a critical time to consider adopting fiscal rules given that socioeconomic conditions have recently dramatically changed. Thus, the government needs to prepare for future potential risks that might threaten fiscal soundness. Fiscal rules are not a means to curb government expenditure such as social welfare.
