초록보기

In the last 15 years, Korea has made a rapid transition to a multicultural society. As a result, the number of students in multicultural families is increasing every year. Efforts to eradicate the protection of learning rights and discrimination against students of multicultural families have been attempted legally and institutionally, but the problem still persists in the field of education.
In this paper, we examined the history of multicultural education in advanced countries that experienced multicultural societies ahead of us, and the laws that are the basis of multicultural education in international and domestic law in terms of human rights. As can be seen in the United States, Australia, and Germany, in many countries, early multicultural education took the form of melting other minority cultures into existing mainstream cultures, leading to increasing social conflict and discontent. In other words, social integration through assimilation has encountered limitations.
In many countries today, the goal of multicultural education is to enable students of diverse backgrounds to be given equal educational rights, equal experiences of achievement, and to understand different cultures, regardless of gender, race, class or ethnicity. Many experts pointed out that multicultural education in Korea needs to increase the 'multicultural sensitivity' of Koreans not only in the contents of multicultural education programs but also in implementing them.
The contents of multicultural education can include various fields such as language, culture, and institution, but the ultimate goal lies in the question as to what kind of citizens it aims to foster. Multicultural education should ultimately aim to develop citizens who can pursue national integration while having an interest in and understanding of each other's cultures and languages, but with a sense of self-esteem, mutual respect, cooperation and coexistence.

초록보기

From the process of concept formation, multicultural education included human rights education elements as democratic citizenship education. In the early days of multicultural education in Korea, the number of immigrants increased, so the focus was on understanding multicultural families and supporting migrants. Nowadays, multicultural education pursues the original concept and is positioned as an education that can prevent the inclusion of cultural diversity of all citizens and students and prejudice and discrimination against migrants. Since multicultural education is inherently strong in multicultural human rights education, this direction of development can be positively evaluated. In this study, the limitations were pointed out by critically reviewing the nature and scope of multicultural education in the multicultural laws and ordinances. Based on this, it was considered that in order to revitalize multicultural human rights education, the transition from multicultural understanding education to multicultural human rights education, multicultural human rights education for multicultural society workers, and human rights education for immigrants or youths from migrant backgrounds should be systematically improved. In addition, the necessity of enacting the Multicultural Education Support Act was reviewed, and it was expected that multicultural human rights education would be more active if this law was enacted.

초록보기

This article examines the lives of ethnic Koreans(Goryeoin) as migrants in the international political conflict surrounding Ukraine, which is traditionally the border between the West and Russia. In this article, based on oral interviews, we have examined the choices of the minority Koreans living in Ukraine, a young independent country, in relation to domestic and international political conflicts. The study area is Kiev, the capital city, and Odessa, the southern region.
The Euro-Maidan incident, Russia's merger with the Crimean Peninsula, political turmoil in Ukraine since the Eastern Civil War, and economic difficulties have affected the lives of individual Ukrainian people and the lives of immigrant Koreans. However, these effects are different by region and class.
Koreans in Ukraine can be divided into two categories. There are oldcomers made up of elites who moved to study abroad after the elimination of their residence in 1956, and newcomers who moved their farms out of High Land, a seasonal labor site.
The Koreans, who have moved to Ukraine, the region closest to Europe, for a better future, are moving again because Ukraine is losing its prospects. The oldcomers' choice, however, was in Western countries such as Poland, the Czech Republic, and Germany. Ukrainians are also migrating to these areas on a large scale. The difficulties faced by the Koreans do not seem to be very different from the difficulties that most Ukrainians face.
However, most of the newcomers who ran agricultural migration suffered from the status of being stateless. The status of statelessness was gradually resolved with the help of the Korean government and the Koryoin Association. However, due to the newly emerging economic difficulties after the Crimean crisis, they are choosing Korea as a new destination. This is the difference between the Ukrainians. Koreans are given one more option.
The Ukrainian Goryeoin community is gradually weakening because: The high rate of marriage with Ukrainians, the increase in migration to other countries, and Uzbekistan Koreans, who once were continuously recruited into the Ukrainian Korean society, leaving for Korea, not Ukraine, and 3,000-4,000 Koreans in Crimea who are separate. This separation also accounts for the shrinking ethnic Koran community.

초록보기

The Korean Nationality Act permitted multiple nationalities in the 2010 amendment, and if the person concerned makes a nonuser pledge of foreign nationality, the obligation to waive the original nationality is exempted. However, a multi-national system was introduced to amend relevant regulations in a manner consistent with international trends and national interests, and amendments were made to this purpose, but some problems are raised. First of all, it is difficult for the person concerned to understand the relevant legal provisions as the exception provision for restrictive permitting of multinationals is complicated. In addition, there are difficulties in managing multinationals in practical administration, so it is not practical to operate the system related to the order to choose nationality. Furthermore, more fundamentally, the question remains whether to expand the scope of multi-nationality.
The period of nationality choice is not reasonable due to our unique military system. However, as in the age-based issues of elderly Koreans who are permanatly returning home requested by the relevant organizations, careful review and agreement are required as the actual beneficiaries are concentrated in specific groups.
