산은 다양한 공익적 기능을 제공하고 있으며, 이러한 산이 산불에 의해 훼손될 경우 산이 제공하는 편익은 감소하게 된다. 따라서 산불로 인해 발생하는 직·간접적 손실 비용을 구체적으로 추정하고, 이를 산불 예방 정책의 타당성 분석, 손해배상 금액 산정 등 의 기초자료로 활용할 필요가 있다. 기존에 연구된 산불에 의한 손실 비용 분석은 입목(산림) 규모에 입각한 회계적 비용을 중심으로 추정되었다. 그러나 산불로 인한 손실은 입목 손실 외에도 산림이 제공하는 대기 정화, 토사유출 방지, 휴양기능 등 공익적 기능에 대한 손실이 있으며, 만약 산이 원상회복 되더라도 회복기간까지 손실액이 발생한다. 산과 같은 자연자산의 가치는 화폐가치로 나타내기가 쉽지 않으나, 본 연구에서는 환경 재 등 비시장재화에 대한 경제적 가치 측정 방법인 조건부 가치 측정법(CVM)을 이용하여 제주 서우봉에 대한 산불의 경제적 비용을 분석하였다. 분석 결과, 제주 서우봉이 산불로 인해 훼손되었을 때의 경제적 비용은 연 1,256.21백만원인 것으로 나타났다. 추정된 산의 경제적 가치를 이해하는데 있어 유의해야 할 점은 다음과 같다. 첫째, 측정된 산의 가치는 매년 발생한다는 것이다. 따라서 산불로 인해 산이 훼손될 경우, 산이 복구되는 기간까지 매해 경제적가치가 손실된다고 볼 수 있다. 둘째, 산의 가치 측정에 이용되는 지불 의사금액(WTP)은 응답자들의 산에 대한 관심, 인지도 등 산에 대한 태도, 소득수준 등의 경 제적 상황, 그리고 개인의 특성이나 선호에 의해 달라지는 바, 측정된 가치 또한 이러한 영 향에 의해 달라질 수 있다. 본 연구의 분석 결과, 산에 대한 인지도 및 소득 수준은 유의미 한 변수로 나타난 바, 향후 이러한 변수의 영향에 의해 산의 경제적 가치는 달라질 수 있다. 본 연구의 한계는 설문조사에 있어 현실적인 한계로 인해 산불이 발생하지 않은 지역을 대상으로 산불 피해가 발생할 것을 가정하여 분석하였다는 점이다. 즉 산불이 일어날 것을 가정하고, 응답자를 대상으로 산 복구 비용이 아닌 산불예방 기금에 대한 WTP를 도출하였 다는 점이다. 또한 본 연구는 산의 지역적 가치만을 측정하였다. 앞서 언급한 바와 같이 산 의 가치는 산 이용 경험자 및 잠재 이용자 범위에 따라 세계적 가치, 국가적 가치, 지역적 가치로 분류된다. 마지막으로 본 연구는 NOAA 보고서의 권고사항을 적극적으로 수용하여 설문지를 작성하였으나, 조사원의 설문과정 등 여러 과정에서 편의를 완전히 없앴다고는 할 수 없다. 조건부 가치 측정법을 이용하여 자연자산의 경제적 가치를 측정하기 위해서는 무 엇보다도 응답자의 전략적 편의를 줄여야 한다.

This paper analyzes implications of financial expenditures to regional economic growths in 46 different urban-rural integration cities. Using the time series data of urban-rural integration cities during 2000 to 2013. In addition, panel regression analysis is carried out to analyze the each variable``s influence on the integrations`` regional economy applying per capita GDP as the dependent variable. As a result, in the total region, financial variables, such as social development expenditure, economic development expenditure, and degree of financial independence have significantly positive effects; Education expenditure, local tax and degree of financial independence shows positive influences in central region; Only social development expenditure makes positive effects in the southern region, while the local taxes makes negative effects. Control variables such as number of employees and tangible fixed assets have positive effects in the all urban-rural integrations cities. Ultimately, it can be seen that the efficiency of financial expenditure is considerably low and the financial expenditure failed to augment the economy in urban-rural integrations. In addition, more efforts are required to take advantage of private capital in the central region, while reducing the region taxes to the appropriate level and expanding the expenditure of social development are necessitated to make sure of the positive allocation of resources in the southern region.

This study aims to empirically investigate the existence of trade-off relation between commuting cost and housing cost, using the Seoul metropolitan area (SMA) as the study area. In doing so, we first estimate the value of commuting time with a multinomial logit model and then analyze determinants of housing rents using a multiple regression model. For these analyses, the 2010 household travel survey data and the 2010 Population and Housing Census sample data were utilized. We found a statistically significant negative relationship between housing rent and opportunity cost of commuting time, presenting an empirical evidence of the existence of trade-off relation between these two costs in the SMA. Urban spatial structure and housing market components of the SMA are major contributors of the trade-off relationship between housing rent and commuting cost.

This study analyzes the relevance of local government heads and local governments`` transfer expenses to private sector. Local governments`` transfer expenses to private sector have been pointed out the rapid increase and inadequate control mechanism. For models of this study, there are five independent variables which are related to the characteristics of local government heads and four control variables which fall into categories of Political Factor, Financial Factor and Social Factor. The dependent variable of this study is local governments`` transfer expenses to private sector per municipal people. And regression analyses(fixed-effects model) with panel data of fiscal year 2003-2013 are conducted to determine whether they are statistically significant. The results of analysis show that if he/she is a former administrator, local governments`` transfer expenses to private sector is likely to increase significantly in statistics. And if a head of local government is affiliated to Hannara(Saenuri) party, there is a relative tendency to decrease local governments`` transfer expenses to private sector. Also it is confirmed that a newly elected local government head inclines to increase local governments`` transfer expenses to private sector than a re-elected local government head.

The quality of public services is considered important in cities, as the citizens desire to enhance their quality of life. Urban parks, in particular, are at the center of attention as space for mitigating social alienation. In this stance, this study evaluated the usage range of urban neighborhood park in Seoul that the effective distance of urban neighborhood park is not specified by the law. Among the urban neighborhood parks in Seoul, the 55 parks without entry cost were chosen for the analysis. The chosen parks were categorized by conducting cluster analysis. As a result, 6 parks (Sunyudo, Yeouido, Hyochang, Seoul Forest, Citizen's Forest and Ohdong Park) were selected as the targets of the analysis. Park visitors were surveyed to collect their travel distance to the park as well as their personal attributes. Resultingly, the 6 target parks could be divided into 3 groups: parks with relatively smaller usage range (group 1), parks with relatively greater usage range (group 3) and parks with medium usage range (group 2). Considering parks with varied characteristics, as a single category could seem problematic, some change in the classification of urban neighborhood parks might be required.

Road network is the backbone of the safety and livability of the human beings. However, the frequent extreme weather events are currently threatening its stability and resiliency. Between 1999 and 2008, the property loss in infrastructure related to roads account for 90% of the total loss in Korea. Thus, maintaining the function of the road network and increasing its resilience with the occurrence of any extreme weather events has become an important agenda at the national and local level. The road network consists of nodes and links, which are cross sections and streets respectively. In this research, we assess the vulnerability of the road network in Seoul towards flooding, using centrality indices in network theory. The centralities of the nodes in flood prone areas have been compared with those of general nodes in Seoul. The results demonstrate that the nodes in the flood prone areas tend to have higher centrality indices, implying their important and influential roles in the function of the overall road network. The results call for the immediate attention on the vulnerable roads in the management and operation of the road network in Seoul.

This research applies exploratory spatial data analysis (ESDA) to examine spatial distributions of occupational skills in the capital region during the period 2000-2010. The rapid evolution of information and communication technology has changed spatial dispersion and concentration of economic activities over the past decade. To help understand the impact of the current technological and economic change on the spatial distribution of economic activities, we observe patterns in occupational skill levels of labor forces across areas. We classify occupational skills into cognitive-interactive skills, technical skills, and physical skills by using a factor analysis. Then, we apply ESDA to detect spatial clusters for each occupational skill. Our results show that occupational skills were distributed within the core-periphery hierarchy in the capital region. Cognitive-interactive skills were clustered in core areas of Seoul and Gyeonggi, while technical and physical skills were clustered in peripheral areas of Incheon and Gyeonggi. These findings suggest that regional policies for skill formation are required to strengthen regional competitiveness of peripheral areas in Incheon and Gyeonggi.

This study investigates the effect of development of Daegu Innovation City on nearby housing (apartment) prices, employing hedonic price model largely specified by housing unit characteristics, site environments, and urban spatial structure. Previous studies often highlighted the influence of housing unit performance or micro-scale site characteristics (e.g., the access to residential facilities). However, this study is more focused on the role of macro-scale urban spatial structure (e.g., the access to urban/sub-center). Moreover, in measuring the distance between housing unit and residential facilities/urban center, a network-based approach was adapted for a more fine-grained resolution. The results from hedonic model revealed that deterioration (-0.826), the distance to urban center (-0.327), the distance to sub-center (-0.277), housing area (-0.227), and the distance to subway (-0.217) are associated with housing price at the statistically significant level (p<0.05). Interestingly, the influence of a newly developed center in a project area was no longer significant when macro-scale urban/sub-centers were controlled. Also, a network-based measurement is more efficient than a straight-line measurement in explaining housing prices within a study area. Therefore, a ripple effect of a new development project on housing market might be properly quantified by a better understanding of macro-scale urban spatial structure and a network-based distance measurement.

This paper examines the relationship between customers' and developers' sentiment and price, trading volume percentage changes. The related previous studies used the data with one agent, especially customers in housing markets. We use the composite index with principal component analysis, and compare the results to those of analysis with each index. The results are as followings. First, there are strong positive effects of sentiment change on trading volume change. Second, there is no statistically significant relationship between sentiment change and price change. Third, if we connect this result with the information effect of trading volume change to price change from previous studies, we could provide the new hypothesis, the information channel from sentiment to trading volume and trading volume to price. Finally, using composite index instead individual agent's sentiment index could provide more insights on housing market fluctuation.

This study analyses the effects of National Public Rental Housing(NPRH) on the regional and housing welfare. NPRH was launched for supporting vulnerable groups and for activating construction business. This analysis tries to evaluate whether the NPRH is achieving its objectives, such as securing stable housing and economic effects. Inter-industry relations table from Bank of Korea and supply data from Nation Land and Housing Corporation was applied for investigating the economic effects of NPRH . Housing welfare benefits were derived by comparing the market rent and the rent paid by the residence. It is clear that 520 thousand units of NPRH were constructed for housing stability of low income groups since 1999. It also brought 82 trillion won of effect on production inducement and 28 trillion won of effect on value-added to regional economy. Housing welfare benefit is more than 2 trillion won per year. Thus it should be one of obligations for continue to provide NPRH for regional economy and housing welfare despite increasing financial burden of its provider.

In the process of implementing the project for the maintenance and improvement of urban areas and dwelling conditions for residents, the capital gains and acquisition taxes have not been levied appropriately in the process of property transactions. These practices of taxation have caused some controversies over the equity of taxation. The purpose of this research, therefore, is to investigate the problems of property transaction tax system for urban renewal and redevelopment projects and to propose the ways improving the current malpractices of property transaction tax system. In order to effectively accomplish the aims of this research, the study reviews the literature on the property transaction taxes in the urban and residental renewal projects and utilizes case study method as well as questionnaire survey method to identify the problems and ways improving the current practices of levying capital gains and acquisition tax. According to the survey results, the respondents point out four problems of current property transaction tax system: the problem of considering the members`` right to residency as the ownership of housing, the problem of determining the exact period of ownership during the renewal project, the problem of applying different tax rates to the property transactions depending on the type of renewal project, and the problem of applying different tax bases for acquisition taxes to the buildings completed by the renewal projects. After analyzing the questionnaire survey results, this research proposes that some of the problems can be improved by notifying taxpayers, public officials and the current practices in the process of maintenance and improvement of urban areas and dwelling conditions for residents. lawmakers of the problems of current tax system and revising the legislation related to the current practices in the process of maintenance and improvement of urban areas and dwelling conditions for residents.
